As it was with the Romans...
The fabric of our civilization has become and is becoming so complex that pin pricks in the fabric can cause the whole of the fabric to collapse.
The economic effects of the black out cost billions. The attack on the world trade center cost billions. Both of these have devastating effects on the economy that our civilization is built on.
So those survival nuts were probably right in preparing for the total collapse of their world. The Romans could not see this happening to them.
