that's not correct - look at the l4 microkernel. They ran Linux 2.2 on the top and the performance loss was below 5-10%!
Old microkernel designs as Mach etc were inefficient but I think there is indeed a way to make them nearly as efficient as monolithic kernels while gaining enormous gains (debugging, simplicity and elegance).
