There's a nice article in the Christmas Economist on the role of coffee shops (to scientific development) from about the 16th century. Even during the most repressive times, this institution survived.
With today's society you have expand the concept from an intellectually 'safe' room, into a 'safe' broader space. I don't know how many developing countries have this.
