Why ssh exists can be installed on windows and linux and telnet will never be need to work then.
Note Lids(Linux Intrusion Detection System) as mentioned above it allows the stoping of linux kernel module loading for all bar permited by locking out what files modprobe and the load module command can see. Even what file the kernels in build module load system can see.
