I am the main PR guy in charge of PR for Fink. Serving around 60K Macintosh User PR is important to us. I come from the PR field, did it for a living. While I can agree with a lot of your statements, this one I deem false information:

Press releases might not have a fixed format but there are required fields. For example the terminator is usually '###' on a single line. The date should be included and when it may be published, a full address for contact is also most of the time required. While informal hinters might be suited for this web-site, I deem it bad form and a dangerous road to explain to people that it is ok to send lax press releases. THe moment their project is important enough to be noticed by the main line media they will have to re-learn everything.
