Microsoft says it's "confused"

How confused can Microsoft really be what kind of sponsorship they're talking about when the Irish Presidency explicitly mentions Microsoft as their sponsor ?

Plus their entire European operation is run from Ireland: " Today, over one hundred different software products are localised into twenty-seven different European and South American languages at Microsoft's European Product Development Centre (EPDC) in Dublin". They do have a considerable cloud within Irelands goverment and they're using it to bypass the European Parlement that has already defeated this far-reaching software patent law. Denying this is extremely dishonest.

I can't even blame Ireland for trying this (Microsoft did kickstart Irelands economy), but I can blame other European governments (with few exceptions) for going allong with it.
