OpenBSD has had this for quite a while. The code might even be from the hands of one of the OpenBSD developers, i'm not sure on that. It's a fairly interesting obscurity solution which has some unfortunate results on the behaviour of certain parts of Apache. For example some PHP scripts might suddenly be broken because of this. Try searching on Google for something like "OpenBSD Apache Chroot Howto" or search for this on Deadly/Undeadly.org for an interesting howto which solves several common issues on this.
