I'm not so sure about that. An IDE is something integrated - i.e., a single tool where you can do all your work. That's the oposite of working with gcc/gdb/make/svn/vim in the shell, where nothing is integrated, but rather strictly separated.
Each of the models have strengths and weaknesses, but I think the first poster in this thread was right - mono is just one tool in the chain, not an IDE for sure.
