The parent seems to be saying that lying and obfuscation (and cynicism) are the modus operandi of bureaucracy.
Critical thinking and relentless questioning are the only ways to keep science alive, also, but you don't go back and re-prove every hypothesis without a reason, or you would never get anything new done.
Also, it is not defeatist to pick you battles. If Napolean had been able to choose, he wouldn't have chosen Waterloo, and he would have won.
