A technology preview usually means the presented material is 'unfinished' but 'working'.

A table designed for four legs, but with only three attached is not working - it will fall over if you start using it. When writing a REview of a PREview - which usually is waist of time, it would be helpful if the design was discussed, and to what level of completion it is said to be at present.

The article writer points out that some things didn't work, which he expected would work at this stage. Expectations is a dangeorus thing, unless they are based on promises given. Where they given? If they were, it is only right to point out that development is lagging behind marketing.
