The lack of a distros-sponsored standardisation project for services they all need to provide is a symptom of the problem.
AI2 is a good idea, but they should have sought subscription from the main distros out there. If every distro can write their backends to such a system, that resolves a problem for commercial software vendors. Lycoris being such a small player trying to go it alone with it is laughable.
But honestly, the problem is not that big anyway ! Gnome and KDE are collaborating to adopt the same standards regarding menu entries and desktop icons creation. I think they also are doing something on the file association front as well.
If this kind of thing ever takes off it will not be thanks to Distro vendors. These guys take too little care in avoiding fragmentation because their main interest is differentiating from each other.
InstallShield (or similar corporation) will probably be the answer because it's in their best interest.
I won't work because of the distros.
