Anyone whose native language is not English/European agrees that UTF-8 does suck 'cos it's ugly hack to cope with unsufficient length of data word and to be modern re-incarnation of that 7-bit ASCII. UTF-16 has much more pluses, and I think Bill the Gate did the Right Thing on the topic.
