Openldap replication can save you here. The replication scheme is very flexible, and you are not locked out of talking to a replica just because the master is down. You can even run writeable subtrees that replicate to a central read only master. You can chain replicate through sub masters, replicate to as many slaves as you want etc. etc..

IMHO using AD as the enterprise directory would be a big mistake. Better to leave AD read only and feed it from an open standards compliant central solution, like openldap.
