Have you ever filed for a cert? You need a DUNS number and be registered as a legitimate business. Sure, spammers undoubtedly have gone that route but at least they're on record... the Feds know where to find them.
I like the idea that it costs a couple hundred bucks to get an organization-level cert. If you've got a real business or serious open source project, that shouldn't be an issue. It's only an issue if you want to buy dozens or hundreds of them under phony pretenses.
