There have been a few attempts to do something similar to this in Linux. The ROX desktop can use such packages. I'm not sure if the binaries are generally statically linked or not (as I thing they must tend to be with Mac OSX). As to entire distributions, there is GoboLinux and early development on a RoxOS distribution that is based on the ROX Desktop.
