There are already tools to generate html, pdf, chm, java help, etc from single source like html. CHM, java help include search, index option. CHM is not available on all platforms. Although java help is cros platform it requires one to install jvm.
In addition to the ability to generate help in html(cross platform) , somekind of cross platform search tool is also required withought the hassles of installing additional s/w like a jvm, etc.
