I read the joke as drawing a parallel between the idea that virus companies are actually resposible for the creation of viruses to support their own greedy gains -- and state sponsored terrorism allowing governments of the day to legislate against their political apponents and perhaps to create bioligical weapons masked as strange new viruses -- for their own greedy gains.
