Nothing is legal in China until the "government" says so. And anything can be interpreted in numerous ways, so legal can be illegal and illegal can be legal at any time. GPL will not hold water in China, read the article, those people in charge think they control everything, GPL will break that, so there is no way GPL will be honored.
