I think it's strange to call Debian's rejection of FDL "really silly". Not even RMS claims that the FDL is a free software licence (his view was that it's not important for manuals to have the same freedoms as software, last I heard) and debian has promised its distribution will be 100% free software. It's hard to see including FDL'd manuals was anything other than a short-term transition.
Given that RMS's goal for the FDL was to permantly attach his approved GNU Manifesto to GNU manuals, it's clearly not free. In the long term, free software needs free software manuals, not obnoxious advertising clauses. Hopefully, FSF will see that eventually.
