In Ubuntu (and some others) /usr/share/doc/libdvdread3/examples/install-css.sh installs the component of most questionable legality.
The MPEG/MP3 stuff is also troublesome, but less so. At least in Ubuntu, they're in Universe. Not so easy for Fedora, though :(
Gentoo has an ebuild for libdvdcss and the other stuff. Hurray for source distributions :)
