I find the last bit of their Proposed Patent Licensing abit vague. "...and Huawei retains the right to assert its patents against any product or portion thereof that is not necessary for compliance with the standard."
The way I read this, they leave themselves an opening to assert their patent against other syslog based logging systems
ie. unless your projects aim to to make nothing more than a standards compliant syslogger, you're Huawei is open to assert patent rights against the project.
