The standard bodies are run by companies like Cisco, IBM and Microsoft that have nothing to win and everything to loose by a no patent policy.
The solution is to ignore everything that's coming from IETF, IEEE and other bodies that organise patent robberies.
Any sufficiently large and important standards organisation will be run by corporate interests that conflict with the original mission of it. Simply because the people who aren't doing it for money don't have enough money to fight those who do. It's not new nor surprising.
