Surely most web development is in-house. Why would you want it to be cross-platform? You are not trying to target a mass audience, just your own web-server environment and your next few server upgrades. I also question your claim that C is `not cross-platform enough'! Expecially since your counter-example is Java! Put it another way. C is plenty cross-platform enough that thousands of cross-platform applications use it. How is server-side web development somehow special?
