false, on windows you have to be logged in as an administrator user, (security risk to run a machine as "administrator / root" which is why that step is important) install drivers for the device (in my case an ipaq) install the sync software, purchase and install outlook, word, and any other software whose data you wish to sync to your PDA, THEN it's "plug in the usb cable and go" =)
