Exactly. This could have been a far wider review, not just plug. ie, apt supports building from source. In fact all packages are submitted to the archive as source, and they are then built by the compile farm. The source packages are often available LONG before the binaries, and they are often totally automatic to turn into binary packages, including turning on optimisations.

I only really know apt, but I would have loved to learn more about it's colleagues in the package managing world.
