There is IMO a big miss understanding in what is package distribution and what is transporting packages. These are IMO two completely different things. Package distribution is delivering packages to a workstation in a way such that a package can be installed without any problems. This mostly means to take care for all the package dependences and solve them. It doesn't mean how they are transported, it's completely irrelevant if packages are delivered by rsync, http, or any p2p network.
