The GIMP uses 8-bit samples internally. CinePaint (originally derived from GIMP) also supports 16-bit integer, 16-bit float, and 32-bit float. CinePaint is capable of supporting true HDR but GIMP can not.

ImageMagick and GraphicsMagick can supports as many as 32-bits per sample, but only to add additional resolution rather than range. They are not HDR applications.
