I wont go into the usual points of ARP only working in the current subnet, but I was surprised hping wasn't mentioned. hping (or Hidden Ping) was designed to extend far beyond where ping stops. hping allows one to "ping" a remote ip with TCP SYN,ACK,FIN,RST packets, UDP packets, ICMP packets, raw IP packets or even send a file using the data segments of IP/ICMP/TCP/UDP packets. While arping is useful, hping is also worth a look.
