Using the X protocol through SSH assumes that the desktop, or some program running on the remote, uses X for its GUI. This excludes all of the programs from M$, including the administration and Office.
The VNC protocol is a neutral system for duplicating one desktop onto another, independently of the OS layer. Besides being cross-platform, it is also smaller than a basic Cygwin installation.
As for public access, you make a bad assumption. The commands are typed in sequence, into the same X-based shell window (xterm, etc.). Notice the comments attached to each command, showing where that command is executed.
