Most problems attributed to CUPS are actually distribution-specific problems - mismatched versions, bad drivers, broken ESP Ghostscript installations, and poor integration with CUPS.

No, switching to PDF will not fix these problems - better integration and testing by distributions will, however. The switch to PDF will solve a different set of problems and allow us to migrate to a *simpler* filter chain that produces higher quality output and is less prone to errors.

As for "PCL" being a common printer language, life is not so simple - "PCL" refers to any of over 2 dozen different language variants that are in common use, and most inkjet and impact printers do not understand it. It isn't suitable for use as a general print file format...
