This is kind-of a "chicken and egg" problem.
Vim, emacs, and other tools are the construction tools used by developers to create the applications. Many of the applications are configured by writing configuration files with vim, emacs, etc. Many of the applications use commands with keystrokes modeled on the ones used by vim, emacs, etc.
If you are going to get past the pretty GUI face on a Linux system, then you will need to know how to use the tools that help you navigate and control the system.
So, you see that many people, not just the developers, can use the editors and other general purpose tools for congiuring and using Linux. Indeed, I read the article to get up to speed on how to use outline-mode in emacs, since as a long-term emacs user (20+ years), I can still learn some new tricks.
I still like the one liner cliche about wisdom:
Wisdom is the ability to learn from other peoples' mistakes.
