I´ve this book "Project Oberon, The Design of an Operating System and Compiler, by Niklaus Wirth and Jurg Gutknecht", where this concept of tiled viewers is clearly shown (fig 2.1 Oberon display with tiled viewers). The book is circa 1992 but the project is earlier than that (a pdf of the book is available online). Since I could not find any date reference for Ion, I'm not quite sure if you can claim it did invent the concept.
