Tina Gasperson is writing like an unbiased person.
She is telling the fact, "You can not fully access this website with this browser."
The statement is true and can not be discussed. Neither is it pointing fingers unlike your statement which implies that W3C is right and Microsoft standards are not. Yours is political, hers is neutral.
