Most probably because of the poor quality of the proposals. I have so far not seen any well-done proposals coming from the people involved in the forums. They are usually of the "do-it-like-this-because-I-believe-that's-how-it-<nobr>s<wbr></nobr> hould-be-done" category. That is in no way better than the developers doing the user interface design.

The people in the GIMP forum at openusability.org have never managed to come up with the very basics of usability research. They didn't ask for a product vision, they didn't ask what the target users are, nor did they collect typical usage scenarios. They just started to throw mockups and proposals at the developers. Now tell me one reason why the developers should not ignore such proposals?
