I'm sure the author knows this and was just using Apache as an example. Sometimes when a programmer writes documentation like this, they assume what is obvious to them is also obvious to the audience.

But even in the system he describes, it seems to me that it would be a simple procedure to cause Apache to be started when another lower-level event is fired, such as "Startup" or "/usr mounted" or some such thing.
