I second KPhotoAlbum. It lets you tag photos with Persons, Places, Things and keywords, and it makes it easy to tag photos quickly. For instance, I can now search for photos of "Me and Bob, in New York, that I took last year" with just a few clicks. It has a built in viewer and slideshow feature; however it lacks editing features such as cropping or red-eye removal. Picasa still has the best red-eye removal of any program I've tried.
