Sadly I think you're right about Ian's Point of View. If you read his blog he seems to think that Linux is doomed "like UNIX" if we don't have a "third party software ecosystem", funny he thinks that when nearly any distro has more software than 90% of users ever want in the repositories.
If you disagree with Ian him I would sign up to the (public) LSB packagers mailing list and say you're viewpoint <a href="http://www.freestandards.org/en/Packaging" title="freestandards.org">http://www.freestandards.org/en/Packaging</a freestandards.org>
