The article is incorrect, BitRock InstallBuilder <a href="http://bitrock.com/" title="bitrock.com">http://bitrock.com/</a bitrock.com> supports registration with the underlying RPM database (.deb support is in the works). In fact, version 4.0 actually is able to generate standalone RPMs. It is also possible (though not automatic) to check for pre-existing RPM dependencies as well.
Our long term goal is to integrate as closely as possible with the underlying operating system, be it Linux, Solaris, Win, OS X or any of the other platforms we support. For example, we follow freedesktop.org standards whenever possible (desktop icons, etc)
