From what I read the idea here is to make an api to be driven by the ISV.
I suggest a opposite. What the world needs is a protopackage. A packageformat that is designed to be transformed into a native format by distributors.
The design should focus on making the lives easier for distributors by letting them share all work that can be shared in the protopackage, and have good tool integration to import the package into their distributionchannels.
