Also, you can have a todo list, that is very good.
And you can take use of SourceForge, they provide CVS, webspace, bugtracking, forums, feature requests, and pretty much everything you need in one place.

Having a "todo list" is a good idea. Also, if you want contributors, it can be a good idea to explain how people can contribute.

Having an 80x15 and a 80x15 PNG button is good so people can put on their website, blog, forum signature, etc.

Also, on the website, please state clear what license you are using, so that people know.

Also, use an FSF-approved and OSI-compliant license, such as GPL.
