I think that the only way to achive this goal is to impose some clear and well-studied standards in distributions. Ofcourse I don't mean annoying ones preventing the development.
I am a home user and know almost nothing about Linux desktop systems (distributions). Trying to escape from commertial OS'es, what I have seen in my amateur survey: There are hundreds of distributions and no common standards except the Linux kernel, firefox, KDE/Gnome.
I think and wish that open source community will find the right way, as nowadays we hear about some unification in open source community.
