That is a huge deal for the OpenSSL team and all involved, but I think for anything else to utilize the FIPS certification, the application(SSH) must have a call in it's source say something enable_fips_mode(), etc..
Now the communtity needs mod_ssl and openssh to inherit the FIPS methods.
