That would be "or not." The effective differences between deb and rpm packages are virtually insignificant. I have found no realistic reason to prefer one over the other. The thing that makes more of a difference is file system layout and naming conventions. Debian and it's many, many derivatives have made a mess of things in this respect. It's getting better but it's still a bit hairy.
All that said, I personally have not been able to get over the issues with the Debian project and it's early people. I got back-stabbed once by it and I'll be damned if I'll let it happen again. Now I know Ubuntu is the current darling of the distro world. But it still has to much baggage brought over from Debian. The distro would have been SO much better if it were based on Fedora (or even earlier RH versions).
