Most codecs are available as Freeware. Simple as that. The risk of illegally distributing lies therefore entirely with the distributor; we users don't have to care at all.
For stuff covered under software and triviality patents, using unlicensed proprietary codecs might of course be problematic. But just not for the majority uf us. This is simply and entirely an U.S. problem. Noone else needs to bleed for the DCMA and a crappy patent law.
