In you're platform you say you want non-maintainers as debian developers, sounds sensible, but why do you say
"My idea was to have them go through the New Maintainer process, too, but without having them do the Tasks and Skills test step"?
Why not give them a seprate tasks and skills step that focuses on the role their applying for, for example a translator may have a tasks and skills set where they prove their ability to do a clear and technically accurate translation.
