it's not a "questionable decision" -- it's a sensible one

I'm not a fan of Puppy or its deriviatives, but I'll come to the defense of Grafpup here. Small distros just can't contain everyone's favorite apps -- they would cease to be small if they did. It makes sense for them to combine things where they can, such as SeaMonkey instead of Firefox plus Thunderbird, or mc with its available editor instead of vim plus nano (or, if one is inclined to use pine to also include pilot for file management and pico for editing). Vim itself is NOT an essential tool -- any text editor is. And any should suffice. You can always add in whatever apps you desire. I don't think you should make such a deal of it, much less call it a questionable decision. Go back to Ubuntu or whatever bloated distro you prefer if it bothers you.
