While Bruce is right about TV being a poor medium for long explanations, I agree with Anonymous -- it takes a couple of sentences to explain what the GPLv3 is or what FOSS is, and throw in a Web site (that the folks in the control booth can display at the bottom of the screen while you're talking) and let the viewer research it at his or her leisure, if the interest is there.
