One size doesn't fit all. On servers, for example, one might favor stability over all else. Uptime is key, so I don't want to change ANYTHING if I don't have to. On desktops, though, I'm willing to accept more risk in order to get new features. in addition, since desktop users run a variety of network-facing programs in a fairly ad hoc way (e.g. browsers), they are arguably in greater need of security patches, since such programs are frequently the target of hackers.
I think the responsibility for pushing only "stable" updates lies with the distro vendor. Having different repositories for security updates is helpful, too, so a user can restrict updates to those if they wish.
