These two statements are not in conflict. The problem isn't the open discussions in blogs, but the labeling. As someone who blogs on that site I believe there needs to be adequate labeling to indicate that I'm just a member of the party and not part of the shadow cabinet or an official spokesperson of the party. The current system works great for party insiders who know who everyone is, but not the general public that will go to the site during an election.
