Sounds like any other binary Linux distro. I haven't found a single one where you can't build packages from source and get them installed vie tha usual package management software.
For example in PLD Linux you get both poldek (the manager that install binary packages) and builder (a script that lets you build source packages to install with poldek/rpm). What is so special about Paldo? Other distros have been offering such functionality for ages.
